Rosa was unaware of the Decepticons' conversation because, after hearing a little bit of the news, she directly chose a non-Shapeshifter recruit whom no one knew, killed him, and then successfully replaced him by wearing a suit.
Of course, she ate everyone else, but she was afraid they would tell others about her, so she simply killed them.
So one night, Rosa quickly stole a bunch of mops, and started cleaning with a bunch of hands.
She then repaired the ventilation ducts, and no one knew that several people had been crammed inside.
In short, when the Decepticons' management began a thorough investigation of the base, they found nothing. As for those people, since they disappeared suddenly and no bodies were found, they were simply considered missing by the higher-ups.
After the high-level investigation, they only mentioned that a few Decepticons had gone missing, which made the low-ranking soldiers even more panicked, because by this time the news had already spread, including the soldiers who had disappeared for two days and could not be contacted, suddenly appearing at the supply point and then disappearing again, and the cameras suddenly turning around.
The person who was photographed last time has disappeared, and the news is spreading rapidly. Even in another base, people know that a "Cyber Ghost" is causing trouble at a Decepticon base, and everyone is on edge.
As for Rosa? She was prepared before the test.

In this way, Rosa successfully disguised herself as a Decepticon soldier, and even chose a non-Shapeshifter. However, she could only use projection to hide herself, since she didn't actually look like that. To prevent the projection from being exposed, she had to use it carefully at all times, while extending metal inside to prevent it from being touched and noticing anything amiss.
So she hid among a bunch of tigers and even joined the Decepticons' communication channel.
She was sent to boot camp.
After disembarking from the spaceship, she and the other recruits were immediately assigned to dormitories and then began training and studying.
She studied for a very, very long time, so long that she even thought she would stay there for the rest of her life.
First came various etiquette rules for superiors, then physical skills, and others.
What puzzled Rosa was that she had heard that higher-ranking Decepticon commanders should come to inspect their training as new recruits, but she didn't see any.
What followed was another long period of study. Thanks to her mother's excellent ability to imitate, she learned exceptionally well and was considered outstanding among the new recruits.
